| TOTAL WAR Definition: War in which the whole population of a country is involved, and to which all its resources are devoted, waged against the whole population and resources of the enemy, civilian as well as military. ______________________________________________________________________ * All eight elements would be in. 1. The neighbouring states of belligerent nations will suffer as a direct fallout or spillover of fighting by way of refugees, etc. 7. Resources expended in the prosecution of war will include goodwill possessed. That is, relationships will need mending after the war. 8.
